What do I do when the competition has more backlinks than me? (25,000 backlinks more)

Hello guys I'm pretty new here.

I am targeting a keyword in another language that is searched 9 million times per month. I am very experienced making websites and I'm pretty sure I can build a much better website than the ones I'm competing against. The #1 spot has 20,000 back links (mostly sitewide links from exchanges at the signature plus several other high quality links).

The #1 website doesn't have the main search phrase in the URL and was registered two years ago. I know that if I outrank him I can make a LOT of money. This is by far the most ambitious project I've attempted.

My questions: Do you guys think it's possible to outrank such a site within a year? Should I go white hat/ black hat? Any suggestions to outrank such an established site?

I would take a look at those 20k links and see how many are targeted to your keyword. Chances are most of them are not. If that is the case then that makes your job easier.

Also how many of those links are going directly to the page in question? If the page you want to outrank is not the main page of the site and most of those 20k links are gong somewhere else then again that makes your job easier.

While 20k links is a lot you really need to dig a little deeper to find out what they really mean as far as competition.
